open frame 2
copy paste as a new layer on your canvas
using your magic wand click  inside  the frame hold your shift key down 
click in the other side of your frame both sides should be ticked with magic ants 
copy and paste as a new layer paper 4

selections invert hit delete on key pad
selections - modify-expand by 7
select none
move behind your frame 
click on your frame layer

Use the supplies provided below to make this tutorial

mask im not sure whose that is if its yours or you know the owner plz let me know so I can credit them
or use one of your own so the tube is not included in the supplies
Open a new image 600X600
Open my supplies except the animated butterflies and sack youll open those later in amination shop put your mak in your psp
open your tube
pick a forground color from your tube
using the eye dropper tool click on the color from your tube
now click on raster 1 click on the paint can flood fill with the color of your choice. I used red
Go ro layers Load save mask
then find your mask I suppled for you

click load
highlight mask raster
right click on your mouse merge group
then new raster
pick a second color from your tube
pick a forground color from your tube
using the eye dropper tool click on the color from your tube
now click on raster 1 click on the paint can flood fill with the color of your choice. I used blue
now move the layer 2 under the mask layer
click back on your mask layer fing the Boutique tube I supplied which was made by Jessica
copy it move back to your tube your making
paste as a new layer
add dropshowdow
with these settings

then add your word art Girls rule

add artist copy right and name you would like on your tag
Layers merge flatten
open amination shop and open your aminated sack and butterflies
paste your tube into amination shop
we are adding the butterflies first on your key board hold down CTL L down at the same time this will duplicate your tube to two layers
now go to your butterflies tube
edit select all then edit copy go back to your tube edit select all paste into selected frame
do the paste into selected frame again to do the second butterflies in the plant
ok now we gotta add the second tube the sack but it has 13 layers we only have two on our tube layer we gotta add more layers
go to edit
duplicated selected
do the above step two more times now we have 16 layers too many we want 13 so we gotta delete three layers click on the 16th layer so its highlighted hit delete on your computer do this two more times till you have 13 layers
now go to your sacks go to edit select all then edit copy the to your tube layer edit select all paste as a new layer where you want to put it
then go to amination
rezize amination I resized mine to 497x497
save where ya want your all done!
